Google Ads or Meta Ads in Dubai? How to choose for your budget

Google Ads or Meta Ads in Dubai? Decide by buyer intent, sales cycle and AED budget, with worked cost per customer maths and a 60-day test plan.

Start on Google Ads if people already search for what you sell and a sale closes within weeks. Start on Meta Ads if buyers do not search for it yet, or the purchase is visual and impulse-led. If your monthly budget is under about AED 7,000, pick one platform and run it properly, because the maths below shows why two thin budgets give you data on neither. From about AED 15,000 a month, run both, each with a defined job.

The rest of this guide shows how to check which side you are on, what published UAE costs look like (and why you should distrust them), how to compare platforms on cost per customer rather than cost per lead, and how to test without wasting two months.

Key takeaways

  • Intent decides the starting platform. Google Search catches demand that exists. Meta creates demand that does not yet show up as a search.
  • Cost per lead misleads. Meta clicks and leads are usually cheaper, but what matters is cost per customer, which depends on how many leads close.
  • Budget sets the structure. Under about AED 7,000 a month, concentrate on one platform. Meta needs far more spend than that to optimise on sales.
  • Published UAE benchmarks are agency estimates and they disagree with each other. Use them to sanity check, never to set targets.
  • Measure close rate by source in your CRM. It is the number that decides whether Meta or Google wins for your business.

The one question that decides it: do buyers already search?

Ask whether your buyer already knows they need what you sell.

Demand already exists. Someone searching "orthopaedic clinic Dubai Marina" or "business setup in Dubai" has already decided to act. Google Search puts you in front of them at that moment. Clinics, legal and business setup firms, education providers, B2B services and urgent trades usually belong here.

Demand has to be created. Someone scrolling Instagram has not formed a search for your new fashion label, restaurant or product launch. Meta is built to interrupt and introduce. Fashion, food and beverage, hospitality, events, and new or visual products usually belong here.

A five-minute test. Open Google Keyword Planner (free inside any Google Ads account) and enter your ten most commercial search terms in English and Arabic. If the combined UAE volume is only a few hundred searches a month, Search can deliver only a handful of leads whatever you spend, and you will need Meta to create the demand. If the volume is in the thousands, Search deserves the first budget.

Which platform fits your business type?

These are starting points based on how buyers behave, not rules.

Business typeLead withAdd secondWatch for

On real estate: the Dubai Land Department requires property advertisements to carry the proper permit (Trakheesi), and has fined companies for non-compliant ads. Check the current rules before you launch on either platform.

For B2B, LinkedIn is the usual third option when your buyers are a narrow list of decision makers. We cover that in how to reach Dubai business owners on LinkedIn.

What do Google Ads and Meta Ads cost in the UAE?

Published numbers are scarce, agency-written and inconsistent. Here is what two UAE agency guides (both dated June 2026) say, side by side:

MetricFigureSource
Google CPC, e-commerceAED 2 to 9Hikmah AI
Google CPC, healthcareAED 6 to 25Hikmah AI
Google CPC, legalAED 10 to 35+Hikmah AI
Google CPC, real estateAED 8 to 30+ (Hikmah) or AED 20 to 65 (247 Agency)Hikmah AI, 247 Agency

Meta CPMAED 12 to 35Hikmah AI
Meta conversion rate to a lead form or website action0.5% to 2%247 Agency
Meta cost per lead, service categoriesAED 40 to 150247 Agency

Treat these as a sanity check. Two agencies disagree on real estate CPCs by a factor of more than two, and neither publishes data from Google or Meta. Your own account will tell you more than any table.

Why cost per lead misleads (with the maths)

Cost per lead is simply cost per click divided by conversion rate. What decides profit is what happens after the lead.

Here is an illustration for a lead generation business spending AED 10,000 a month on each platform in turn. The inputs are assumptions chosen to make the logic clear, not benchmarks.

Google SearchMeta (case A)Meta (case B)
Cost per clickAED 12AED 2AED 2
Click to lead rate4%1.5%1.5%
Cost per leadAED 300AED 133AED 133

Lead to customer rate20%6%12%
Customers6.74.59
Cost per customerAED 1,500AED 2,222AED 1,111

Meta produces cheaper leads in both cases. In case A, Google wins on cost per customer because its leads close more often. In case B, Meta's leads close at 12% and Meta wins. The decision turns on the close rate you measure, not on the cost per lead the dashboard shows.

What to do with this. Pull the last 90 days of leads from your CRM, split by source, and calculate lead to customer rate for each. If you have no source field in your CRM, add one before spending more. Our guides to performance marketing measurement and tracking marketing ROI in the UAE show how.

How much budget do you need?

Two realities set the minimum.

Search needs volume to learn from. At AED 5,000 a month and an AED 10 click, you buy about 500 clicks. At a 3% conversion rate that is around 15 leads. That is enough to run, but not enough to test several ideas at once.

Meta needs far more to optimise on sales. Meta's learning phase typically needs about 50 optimisation events per ad set in a seven-day window. If a lead costs AED 100, that is AED 5,000 a week, or about AED 21,700 a month, for a single ad set. Smaller budgets can still work. Optimise for a higher-volume event such as a lead form submission, use fewer ad sets, and accept that the platform will stay "learning limited" for longer.

That is why we draw the following lines. They are our working judgement, not a platform rule:

Monthly budgetSuggested structure
Under AED 7,000One prospecting platform only. Pick using the intent test above. E-commerce stores with steady site traffic can add a thin Meta retargeting layer, roughly 10% of budget
AED 7,000 to 15,000One lead platform at roughly 70 to 80%, with the other limited to retargeting or brand protection
AED 15,000 to 30,000Both platforms, around 60/40 in favour of the lead platform
Over AED 30,000Around 50/50 to start, then follow measured cost per customer

If your budget is below AED 7,000 and you are tempted to split, ask whether you would rather have 10 leads from each platform or 20 from one. Twenty from one tells you far more.

Let the sales cycle shape the mix

Short cycles (same day to about two weeks), such as urgent services, delivery or tickets, favour Google Search. The buyer is searching now, and Meta has little time to work.

Long cycles (a month to six months or more), such as property, B2B software, premium services and education, are where the two platforms work in sequence. Meta builds familiarity with people who are not searching yet. Google captures the searches that follow.

You can test whether this is happening instead of assuming it. Watch your brand search volume in Google Search Console and brand campaign clicks in Google Ads while a Meta campaign runs. If brand searches climb during the Meta flight and fall afterwards, Meta is creating demand that Google then captures. Tracking has to be sound for any of this to work, so see fixing Meta tracking after iOS updates and server-side tracking.

A 60-day test plan that gives clean data

  1. Week 1: tracking and baseline. Set up conversion tracking on both platforms and a source field in your CRM. Record your starting lead volume and close rate.
  2. Weeks 2 to 4: primary platform only. Run one audience and one offer at full budget. Resist the urge to change things weekly.
  3. Weeks 5 to 8: add the second platform. Start with the retargeting or brand role, or a small prospecting test if budget allows.
  4. Day 60 review. Compare cost per lead, lead to customer rate and cost per customer by platform. If a platform has produced only a handful of leads, extend the test rather than judging it. If your sales cycle is longer than about 30 days, customers will not have closed yet, so compare cost per qualified lead at day 60 and revisit cost per customer once a full sales cycle has passed. As a rough floor, wait for a few dozen leads per platform before comparing close rates. That is enough to see large gaps, such as 20% against 6%, but not small ones, so treat close calls as ties.
  5. Move budget in small steps (10 to 20%) when increasing, then wait before the next move. You can cut a weak campaign at once. Use our Google Ads audit to clean up the search side first.

The 60-day window and the thresholds above are our working practice. Adjust them for your sales cycle.

Where Boring Strategy fits

If you want help with the allocation, our performance media work starts with an account and measurement audit and runs on a flat monthly retainer, with no percentage of media spend. It suits businesses turning over roughly AED 5M to 30M a year. If you are earlier than that, the framework above and a clean CRM source field will take you most of the way. For the wider budget question, read what a reasonable marketing budget looks like for Dubai SMEs, and when you want a second opinion on your own numbers, the Boring Audit takes four minutes.

Frequently asked questions

Is Meta Ads cheaper than Google Ads in the UAE?

Per click and per lead, usually yes. Published agency guides put Meta CPCs at roughly AED 0.90 to 3 against AED 2 to 35+ for Google, depending on industry. But cheaper leads are not the same as cheaper customers. Compare cost per customer using your own close rates by source.

Which platform is better for a small budget?

Whichever matches your buyers' intent, and only one of them. If people already search for your service, start with Google Search. If they do not, start with Meta. Under about AED 7,000 a month, splitting between both usually leaves each too thin to learn from.

Can I run both at the same time?

Yes, from about AED 15,000 a month. Give each a defined job, for example Meta for introduction and retargeting, Google for capturing active searches, and compare them on cost per customer.

How long should I wait before judging results?

Around 60 days is a reasonable default, or until each platform has produced enough leads to compare close rates, which in practice means a few dozen. Judging after two weeks mostly measures the learning phase.

What if my leads arrive through WhatsApp or phone calls?

Then your dashboards undercount results from both platforms. Log the source of every enquiry when your team first replies, using a simple dropdown in your CRM, and use that data instead of platform-reported conversions.
